Building compliance setup checklist

A working checklist for Property Managers, bringing a building onto Dwellant's Compliance module — from Blocks and Assets through to Contracts, Planned Maintenance, documents, and the final portfolio-level review.

Before you start: your Dwellant admin must have completed the C-Site setup and the Asset / Contract / PME template setup for your organisation. If they haven't, these steps will need to be redone once templates are in place. Assets, Contracts and Planned Maintenance can be tackled in any order once Blocks are confirmed, but a building isn't fully set up until all of them are done.

1. Blocks

Please make sure the building’s blocks are set up correctly before progressing with the next steps.

Building > Building Data > Blocks

Checklist

  1.  Audit existing blocks — Confirm whether the building already has one or more blocks set up. A block can be a physical structure or a logical/administrative grouping.
  2. Add missing blocks — Record the block name (as known on-site), the Block Owner, and the Management Company / RMC.
  3. Define Type and Height category
    • Type — Physical structure or Logical/Administrative.
    • Height Category — Low (<11m), Medium (11–18m), or High (>18m with 2+ flats).
  4. Building Safety Act status [STATUTORY] — Confirm whether the Building Safety Act applies to each block. Verify thresholds on gov.uk if required.
  5. Assign units — Link units to their respective block so posting and messaging tools function correctly. Allow up to 24 hours for new units and users to appear.

Do this first: Assets are typically organised by block, so getting the block structure right up front makes the Assets step below far easier.

2. Assets

Apply a standard template, then tailor it to the building layout.

Checklist

  1. Apply standard asset template — Select and apply the appropriate template (Block, Estate, or Complex Block).
  2. Duplicate groups for floors/blocks — Replicate standard asset groups as needed to match the property's physical layout.
  3. Refine asset groups — Rename or remove asset groups that do not apply to this specific building.
  4. Add or remove individual assets — Delete unneeded asset lines and manually add any unique on-site assets missed by the template.
3. Contracts

Upload or add contracts, assign expenditure codes, and link them to assets.

Compliance > Contracts > List

Checklist

  1. Review existing contracts — Check for contracts already uploaded to the building record.
  2. Add expenditure coding — Open each contract and assign the appropriate expenditure code.
  3. Upload missing contracts — Create and upload records for any unlisted active contracts.
  4. Link contracts to assets — In Compliance > Assets > List, filter by without suggested contracts, select the relevant assets, and click Link to Contract.
  5. Confirm contract approval levels are set correctly for this building — Contracts over a set value route to an approver automatically. Check the approval chain is who you expect before relying on
    auto-approval
4. Planned Maintenance (PME)

Load PME schedules and connect them to assets and contracts.

Setup choices

Setup method What to do
Bulk upload (recommended for full setups) Download the existing events file, populate the required rows, and re-upload.
Single-event upload Add events individually, configuring name, frequency, previous/next due dates, importance (Statutory, Recommended, Best Practice), and document requirement flags.

Checklist

  1. Flag statutory checks  — Ensure legally mandatory checks (e.g., fire alarms, lift maintenance, gas and electrical safety) are clearly flagged.
  2. Link events to assets & contracts — Filter the Assets list by those without suggested PME's to identify unlinked items and map them to their corresponding PME events.
5. Building Documents

Store compliance certificates and records in the shared repository.

Navigation

Building > Content> Building Document Library

Checklist

  1. Upload compliance documents — Upload all active certificates, inspection records, and compliance files to the Document Library.
  2. Set metadata & expiries — Assign the document type and define start and expiry dates for each document.
  3. Assign to specific blocks — For multi-block developments, link each document to its relevant block.
6. Final Review & Ongoing Governance

Audit connections across the building before signing off as complete.

Navigation

Compliance > Portfolio View

Audit checklist

  1. Audit contract coverage — Check the Assets list for any asset missing a linked contract.
  2. Audit maintenance coverage — Check the Assets list for any asset missing a suggested PME.
  3. Review portfolio view — Inspect Portfolio View to ensure no assets lack active maintenance events.
  4. End-to-end audit — Trace the building record from Assets → Contracts → PME → Documents to ensure complete, coherent operational records.

Remember: Compliance configuration is an ongoing operational workflow. Continue routing renewed certificates, updated maintenance schedules, and contract extensions through this asset structure as they occur.
